It means he wants his cake and to eat it too. Move on and let this loser go. Its been said an ex is an ex for a reason,and he has many reasons. Stop worrying about what this man is doing or not doing,what he feels or doesnt. The only one it is hurting is YOU,not him. He has moved on and wont be coming back.
